‘Million Pound Slum’ owners given Criminal Behaviour Order
The owners of the ‘Million Pound Slum’ at 18 Grand Parade have been given a Criminal Behaviour Order (CRIMBO).
Mr Nigel Healy and Ms Karen Chan owners of the property, were given the Interim Criminal Behaviour Order by Plymouth Magistrates. This is on the grounds of their complete failure to maintain the exterior of the property, despite legal notices ordering them to do so, causing harassment and distress to neighbours and the wider public.
It also follows their third prosecution by Plymouth City Council in Plymouth Magistrates Court in August for failing to comply with a Section 215 Untidy Land Notice.
Councillor Philippa Davey, Cabinet Member for Safer and Stronger Communities for Plymouth City Council said: “We are pleased with the outcome of today’s court case but there is still much more to do.
“The building is an eyesore and presents a very poor image of our city to the many visitors.
“For years now the owners have deliberately ignored requests and orders from the Council as well as the courts and the situation has been very upsetting for neighbours.
“It has been very much a last resort but we hope that by using this piece of anti-social behaviour legislation we can get the owners to see sense.”
The Interim Criminal Behaviour Order requires them to tidy up the property by not later than 18 January 2016, or face having a full order issued on them at a further hearing that been scheduled for 29 January 2016.
